Is Pot Legal in Québec City?

Cannabis has been legal in Canada since October 17, 2018, but remains a controlled substance, like alcohol and tobacco.

  • The legal age for buying, using, or possessing cannabis in Québec is 21.
  • The use of cannabis, alcohol, or any other type of recreational drug is prohibited in the streets and public areas of Québec City. Being intoxicated with such substances in a public place is also prohibited.
  • Possession of any paraphernalia associated with illicit drug use in a street or public place is illegal. Public possession of materials for using cannabis is therefore allowed.
  • Adults may have up to 30 grams of dried cannabis or equivalent on their person in public.
  • Operation of a road vehicle is subject to a “zero-tolerance” policy. Anyone who has any detectible amount of cannabis or other impairing drug in their saliva is banned from driving.
  •  Sales, distribution, and warehousing of cannabis in Québec are handled by SQDC (Société québécoise du cannabis).

Where is Smoking Prohibited in Québec City?

The Tobacco Law forbids smoking (tobacco, cannabis and electronic cigarettes) in all public buildings, including bars and restaurants.

Where Can I Buy Liquor, Wine and Beer?

Liquor and most wines are only sold in stores operated by the Société des alcools du Québec (Québec Liquor Board). Here are some stores near the city center and main commercial streets:

  • 853, rue St-Jean, G1R 1R2 (Saint-Jean-Baptiste neighbourhood)
  • 1059, avenue Cartier, G1R 2S6 (Montcalm district)
  • 400, boul. Jean-Lesage - Bureau 057 - Place-Jean-Lesage, G1K 8W1 (Saint-Roch neighbourhood)
  • 1185, 3e Avenue, G1L 2X5 (Limoilou neighbourhood)
  • 1305, avenue Maguire, G1T 1Z2 (Sillery)

However, some wines and all Canadian beers are available in grocery stores and supermarkets, from 8 am to 11 pm.

Bars and other licensed establishments are open Monday through Sunday until 3 am.

What Does Bring your Own Wine Mean?

Certain restaurants display « apportez votre vin » signs (« bring your own wine »). This means customers may enjoy their own wine and beer during the meal.
